2012年3月7日，聯(lián)合國人權(quán)理事會第19屆會議召開討論會，關(guān)注同性戀、雙性戀和變性者所遭受的暴力與歧視問題，并且聽取了人權(quán)高級專員皮萊提交的研究報告。聯(lián)合國秘書長潘基文向會議強調(diào)，因性取向或性別認同而對一個人進行的攻擊是對聯(lián)合國普世價值觀的攻擊。

Some say that sexual orientation ａｎｄ gender identity is a sensitive subject. I understand. Like many of my generation, I did not grow up talking about these issues. But I learned to speak out because lives are at stake ａｎｄ because it is our duty, under the United Nations Charter ａｎｄ the Universal Declaration of Human Rights to protect the rights of everyone, everywhere.

有些人說，性取向和性別認同是一個敏感的話題。我明白...就像許多我這代人一樣，我沒有在成長過程中談?wù)撨^這些問題。但我學(xué)會了發(fā)聲，因為生命危在旦夕，因為根據(jù)《聯(lián)合國憲章》，這是我們的職責(zé)，因為《世界人權(quán)宣言》保護每個地方每個人的權(quán)利。

We see a pattern of violence ａｎｄ discrimination directed at people just because they are gay, lesbian, bisexual ｏｒtransgender. There is widespread bias at jobs, schools ａｎｄ hospitals. ａｎｄ appalling violent attacks, including sexual assault. People have been imprisoned, tortured, even killed. This is a monumental tragedy fｏｒthose affected ａｎｄ a stain on our collective conscience. It is also a violation of international law.

我們注意到針對一些人的暴力和歧視，只是因為他們是同性戀、雙性戀或變性者。在工作中、學(xué)校和醫(yī)院普遍存在著偏見。令人震驚的暴力襲擊事件，包括性侵犯時常發(fā)生，有些人因此被監(jiān)禁、拷打、甚至被殺害，這是對那些受影響人們的慘痛悲劇，也是我們集體良知上的一個污點，它也違反了國際法。

To those who are lesbian, gay, bisexual ｏｒtransgender, let me say:

You are not alone. Your struggle fｏｒan end to violence ａｎｄ discrimination is a shared struggle. Any attack on you is an attack on the universal values the United Nations ａｎｄ I have sworn to defend ａｎｄ uphold. Today, I stａｎｄ with you. ａｎｄ I call upon all countries ａｎｄ people to stａｎｄ with you, too. A historic shift is under way. More States see the gravity of the problem. We must tackle the violence, decriminalize consensual same-sex relationships, ban discrimination, ａｎｄ educate the public. The time has come.

我要對這些同性戀、雙性戀或變性者說：你們并不孤單。你們爭取結(jié)束暴力與歧視的斗爭，是我們共同的斗爭，對你們的攻擊就是對我宣誓捍衛(wèi)的聯(lián)合國普世價值觀的攻擊。今天，我與你們站在一起，我呼吁所有國家和人民也與你們站在一起。一個歷史性的轉(zhuǎn)變正在進行中，更多的國家看到了問題的嚴(yán)重性，我們必須反對暴力，將雙方同意的同性關(guān)系合法化，禁止歧視，教育公眾。這個時機已經(jīng)到來。
